OpenAI Subsidizes $1 Billion in Cybersecurity to Protect Community Banks and Essential Services

OpenAI committed $1 billion in subsidized access to its security program, Daybreak, for community and regional banks and other operators of essential services, the company said in a Thursday (Sept. 3) blog post.

The new global initiative, Daybreak for Frontline Defenders, is also available to water and wastewater systems operators, electric grid operators, state and local governments, nonprofits, open-source maintainers, and other organizations with limited security resources, according to the post.

Daybreak for Frontline Defenders is initially available in the United States. It will be expanded to partner countries within weeks, per the post.

“Many of these teams defend complex and often aging systems against faster-moving threats without the budgets, tools or specialized expertise available to large enterprises,” OpenAI said in the post. “Daybreak access can help them review legacy code, analyze suspicious activity, identify and validate vulnerabilities, prioritize the most serious risks, and develop and test fixes.”

Daybreak for Frontline Defenders offers these operators of essential services subsidized access to frontier cyber capabilities, hands-on training and technical assistance, and new partnerships, according to the post.

Like all defenders, these operators need to act now to strengthen their defenses before artificial intelligence-enabled cyber attacks “become far more widespread and sophisticated as models around the world become increasingly capable” in the coming months, the post said.

“Frontier AI can help defenders move faster,” OpenAI said in the post. “We have a defender’s window: a narrowing opportunity to use AI to close security gaps before attackers seize them. Our role is to help put powerful tools in defenders’ hands so they can protect the systems, and the people, they are responsible for.”

Eligible organizations can learn more about Daybreak and other resources at the Daybreak website and can complete a form to apply for Daybreak access credits, per the post.

OpenAI debuted Daybreak on May 11, saying the security program is designed to help cyberdefense teams respond to threats sooner. The company said Daybreak merges its AI model with its coding-focused agentic system Codex to help shorten the time between spotting a vulnerability and remedying it.

In June, OpenAI expanded Daybreak with new tools to help organizations find and fix vulnerabilities.

OpenAI said in its Thursday blog post: “Thousands of defenders across 2,000 approved organizations and workspaces already use Daybreak, including cybersecurity companies, defense organizations and law enforcement organizations.”
